1. PLAYING AREA “pitch”

Small Side Football may be played with or without barriers.
The playing is rectangular and the size will be:
Length: 120ft.
Width: 90ft.

2. Centre Mark – CM

The ball is placed on the centre mark to commence a game, both at the start of each half and after each goal. The centre mark should be surrounded by a circle 3ft. wide.

3. Penalty Area – PA

A semi-circle shall be drawn from the centre of each goal line, 6 ft out.

4. Penalty Mark – PM

A penalty mark should be placed at a point 20ft from the centre of each goal.

5. Goal

The goals are 15ft long by 6ft high.

6. THE BALL

The ball used shall be size five (5).

7. NUMBER OF PLAYERS

The match shall be played by two (2) teams of 6 from a squad of 8. One (1) player in each team shall be the goalkeeper and will wear distinguishing colours.
The Rules of a Competition allow for ‘rolling’ subs to be used. The number of ‘rolling’ subs is unlimited except in the case of the goalkeeper (see clause c).

A player who has been replaced may return to the pitch as a substitute for another player. A ‘rolling’ sub is one which is made when the ball is still in play and is subject to the following conditions:-
Player leaving the pitch shall do so from the sideline / halfway line.
Player entering the pitch shall do so from the sideline / halfway line, but not until the player leaving the pitch has passed completely over the sideline.

Any of the other players may change places with the goalkeeper, provided that the referee is informed before the change is made, and provided also that the change is made during a stoppage in the game.
A match should not be considered valid if the playing strength of either team is reduced by more than two players.

8. PLAYERS EQUIPMENT

Footwear shall be worn in accordance with the Laws of the Game, and subject to any local regulations.
Shin-guards are compulsory.

9. REFEREES

A referee shall be appointed to control each game. He shall have the same authority as laid down in the Laws of the Game.

10. TIMEKEEPER/SCORER

An independent timekeeper/scorer may be appointed to assist the referee.
The official shall:
Record goals scored.
Act as timekeeper and signify half-time and full-time by an agreed signal.
Suspend time on the ref’s instructions and add that time to the end of each half.
Supervise the use of ‘rolling’ subs.

11. DURATION OF THE GAME

Two equal periods of ten (10) minutes subject to the following:
Allowance for time lost through stoppages as decided by the referee.
The duration of either half shall be extended to enable a penalty kick to be taken.
At half time the interval shall not exceed two (2) minutes except by consent of the referee.

12. START OF PLAY

Choice of ends shall be decided by the toss of a coin.
Play starts by one team kicking the ball from the centre spot. The game shall be re-started as above upon a goal being scored.
After any other stoppage the game shall be re-started by the referee dropping the ball at a point nearest to where it was when play was stopped, unless it was in the goalkeeper’s possession, when the player shall, at the referee’s signal, roll the ball out, to re-start the game.

13. BALL IN AND OUT OF PLAY

There will be no height restriction rule.
The ball shall be in play at all times from the start of the game unless:
The ball has crossed the goal-line, side-lines or the barricades surrounding the playing area;
The game has been stopped by the referee.

14. Ball out of Play

When the ball goes out of play a member of the opposing team shall kick the ball into play. If defending team puts the ball out of play over the barricade on that player’s own goal-line, opposing team shall be awarded a corner. When a member of the attacking team puts the ball out of play over the barricade on the opponents goal-line the goalkeeper shall kick the ball out.

15. SCORING

A goal is scored when the whole of the ball crosses the goal-line between the goal posts and under the crossbar. A goal is not allowed if the ball was last played by a player of the attacking side whilst within either penalty area.

16. Offside

There is no offside. Players may place themselves in any part of the playing area outside the penalty areas.

17. FOULS AND MISCONDUCT

Charging/sliding tackles are forbidden and shall be penalised by awarding a direct free kick.
A player who unfairly impedes the progress of an opponent when not playing the ball shall be penalized by the awarding of an indirect free kick.
A player who is sent off shall not be allowed to take any further part in the competition on that day. No substitute is allowed for a player dismissed for misconduct during the game in which the offence occurred.

18. FREE KICK

When a player is taking a direct or indirect free kick all of the opposing players shall be at least 5ft from the ball. All free kicks given against the defending side for infringements committed in or near the penalty area shall be taken from a distance not less than 1.5m outside the penalty area.

19. PENALTY KICK – PK

A penalty kick shall be taken from the penalty mark. Whether or not a goal is scored from the kick the player concerned must leave the PA immediately after taking the kick and before taking any further part in play.

20. GOALKEEPER RETURNING THE BALL INTO PLAY

After holding the ball the goalkeeper must immediately return the ball into play under-arm. Penalty for infringement: opposing team take a free kick outside the area nearest to infringement- at 1.5m outside PA.

21. PLAY WITHIN THE PENALTY AREA

Only the defending goalkeeper is allowed within the PA except when a PK has been awarded. If a goalkeeper leaves the penalty area he is then treated as any other player.
Punishment for infringement:
By the attack – a direct free kick at a point 5ft outside the PA nearest to where the infringement occurred.
By the defence – a PK

TOURNAMENT REGULATIONS

Participation Requirements:

Be a male (21) twenty-one years of age or older
Have a team of at least (6) six members, maximum (8) eight team members.
Minimum (1) one Goalie per team, minimum.
Valid state Picture ID and/or Passport which properly shows participants date of birth.

Refund policy:

If a tournament begins but cannot be completed due to inclement weather or other dangerous conditions, a full refund will be offered if a team has not completed their (3) three minimum matches prior to the suspension of the tournament. There will be no refund if a team has completed (3) three matches. The tournament director has 30 days to refund the registration fee if applicable.

Inclement Weather/Cancellation Policy:

In the case of consistent inclement weather, an update will be posted on www.mlssoccer.com the day before the event day and/or via recording on the Telephone Information Line (1.800.899.1461) by 12:00pm PST. If an event is canceled due to inclement weather, we will explore rescheduling options and notify all registered teams. A voicemail message constitutes proper notification. Games will be played as long as the field remains playable per the governing park authority and as determined by the tournament director. If the event is cancelled and is not rescheduled, all teams will receive a full refund within 30 days of the cancellation.

Eligibility:

Participants are only allowed to play for one team per tournament. Participants may register in more than (1) one city pending failure to place 1st or 2nd in previous event.

Prizing:

Regional Final
-$1,000US for 1st Place and $500US for 2nd Place

-1st and 2nd Place teams automatically advance to finals at the Home Depot Center on May 16th, 2010
Final Tournament (Home Depot Center)-
-1st Place team receives the opportunity to represent the USA in a 16 country Tournament in South Africa at a FIFA 2010 World Cup Stadium.
-Trip for 1st Place team (8 maximum people) to have the opportunity to represent the USA in a sixteen (16) country tournament at the 2010 FIFA World Cup Stadium in South Africa. Travel scheduled between June, 2010 and July, 2010. Exact travel dates to be determined by Sponsor at a later date, in Sponsor’s sole discretion. Passport required for travel. Trip portion of prize includes: Round-trip coach air transportation (from gateway city nearest winner’s home), double-occupancy hotel accommodations in Sandton, Johannesburg for three (3) nights. Travel, accommodations, and event are subject to availability, change and restrictions may apply. Winners must be able to travel on the same itinerary and on the dates specified by sponsor or prize will be forfeited and an alternate winner selected. Any costs incurred due to changes to the original itinerary are solely the winner’s responsibility. Ground transportation, meals, gratuities, passport and overseas fees, and all other expenses not specified herein are solely the winner’s responsibility. If winner cannot accept prize as specified by sponsor, prize will be forfeited and awarded to an alternate winner. Approximate Retail Value (ARV) estimated at $6,000 each. Limit one (1) per household.

Tournament Duration:

There are 16 tournaments in California, 1 tournament per city. Tournaments will take place from April 17th to May 9th, 2010.

Team Uniforms:

Each registered player will receive a complimentary event Jersey. In addition, teams must be prepared to provide matching light & dark colored shirts and matching colored shorts for each game. Each player MUST wear shin guards. Metal Cleats are NOT allowed.

Number of Teams:

There is a limit of 64 total teams per tournament/city.

Number of Games:

Minimum 3 games per tournament.
